Preheat the oven to 400°F (200°C).
Heat olive oil in a large, heavy-based pot over medium-high heat.
Add the beef stew meat and brown on all sides, working in batches if necessary to avoid crowding the pot. Remove the beef and set aside.
In the same pot, add the onion and saute until translucent, about 5 minutes.
Add garlic and carrots, cooking for an additional 2-3 minutes until the garlic is fragrant.
Sprinkle the gluten-free flour over the vegetables and stir to coat. Cook for another minute to eliminate the raw flour taste.
Slowly pour in the beef broth and red wine while stirring to avoid lumps.
