Preheat your oven to 180°C (350°F).
Bring a large pot of water to a boil. Remove the core from the cabbage and carefully peel off 12 to 14 large leaves.
Blanch the cabbage leaves in the boiling water for 2-3 minutes until they are pliable. Remove and set aside to cool.
Finely chop the onion and mince the garlic cloves.
In a large mixing bowl, combine the ground beef, cooked rice, chopped onion, minced garlic, egg, 1 tsp of salt, and 0.5 tsp of black pepper. Mix until well combined.
Prepare the sauce by mixing the tomato sauce, tomato paste, remaining 0.5 tsp of salt, 0.5 tsp of black pepper, paprika, olive oil, water, and sugar in a large saucepan. Bring to a simmer over medium heat, then reduce to low to keep warm.
Lay a cabbage leaf flat and place about 2-3 tablespoons of the meat mixture at the center. Fold in the sides and roll up tightly. Repeat with the remaining leaves and filling.
Pour a portion of the tomato sauce into the bottom of a baking dish to coat it.
Place the cabbage rolls seam side down into the baking dish. Pour the remaining sauce over the top, ensuring all the rolls are covered.
Cover the baking dish with aluminum foil and bake in the preheated oven for 75-90 minutes until the rolls are cooked through and tender.
