In a large mixing bowl, combine chickpea flour and rice flour. Gradually add water while stirring to create a smooth batter.
Add the shredded cabbage, julienned carrot, bean sprouts, chopped scallions, and minced garlic to the batter. Mix well.
Stir in the coriander powder, turmeric powder, salt, and black pepper. Mix until all ingredients are evenly combined.
Heat the oil in a deep frying pan over medium heat.
