In a large saucepan, combine the dry red wine, port wine, and vodka.
Add the granulated sugar, cardamom pods, cloves, cinnamon sticks, and orange peel to the saucepan.
Heat the mixture over low heat, stirring gently to dissolve the sugar. Do not let the mixture come to a boil.
Once the sugar is fully dissolved, remove the saucepan from the heat and let the spices steep for 20 minutes.
Strain the mixture through a fine-mesh sieve or cheesecloth to remove the spices.
Return the strained liquid to the saucepan and add the raisins and blanched almonds.
