In a medium bowl, whisk together all-purpose flour, baking powder, and salt. Set aside.
In a large mixing bowl, use an electric mixer to cream together the softened butter and granulated sugar until light and fluffy, about 3-4 minutes.
Add the eggs one at a time to the creamed mixture, beating well after each addition. Stir in the vanilla extract.
Gradually add the dry ingredients to the wet mixture, alternating with the milk. Begin and end with the dry ingredients. Mix until just combined—do not overmix.
Divide the batter evenly between the prepared pans. Smooth the tops with a spatula. Bake for 25-30 minutes, or until a toothpick inserted in the center comes out clean.
Allow the cakes to cool in their pans for 10 minutes, then transfer to wire racks to cool completely.
Once the cakes are cooled, print or create a pair of heart-shaped templates to use as guides for the cake layers. Place the templates on top of the cakes and carefully cut out two large hearts.
Prepare the buttercream frosting by beating the powdered sugar and softened butter (for frosting) together until smooth. Add heavy cream one tablespoon at a time to reach your desired consistency. Divide the frosting into portions and tint with red, pink, black, and white food coloring as needed.
Stack the two heart-shaped cakes together, spreading a thin layer of pink frosting between them to act as filling.
Using a small knife and your heart templates, cut half-circle shapes at the top of each heart to mimic the indents of sunglasses. Smooth any rough edges with a small amount of frosting.
Frost the entire cake with a base coat of pink frosting for smoothness. Chill the cake for 20 minutes, then apply a second layer of frosting to finish.
Decorate the top of the hearts with red frosting to create the frames of the sunglasses. Use black frosting to fill in the lens areas and white frosting to add highlights for a glossy effect.
Outline the sunglasses with edible silver or pearl sprinkles for extra flair. Optionally, pipe small decorative designs around the edges using leftover frosting.
