Preheat your oven to 375°F (190°C). Grease a large casserole dish with butter or non-stick spray.
Place the chicken breasts in a large pot and cover with water. Bring to a boil, then lower the heat and simmer for 12-15 minutes, or until the chicken is cooked through. Remove the chicken and shred it into bite-sized pieces using two forks.
While the chicken cooks, place the eggs in a medium pot and cover them with water. Bring the water to a boil, then lower the heat and simmer for 10 minutes to hard-boil the eggs. Cool the eggs under cold water, peel, and slice them into thick rounds.
In a large saucepan, melt the butter over medium heat. Whisk in the flour to form a smooth roux, cooking for 1 minute.
Gradually pour in the chicken broth, whisking constantly to prevent lumps. Once smooth, add the heavy cream, garlic powder, onion powder, salt, and black pepper. Stir until the sauce thickens, about 5 minutes.
Reduce the heat to low and stir in 1 1/2 cups of shredded cheddar cheese until melted and smooth. Set the remaining 1/2 cup of cheese aside for topping.
