Preheat your oven to 375°F (190°C).
Remove the outer leaves of the cabbage, then cut it into quarters. Remove the core and chop the cabbage into bite-sized pieces.
Dice the onion, mince the garlic, and grate the carrot. Peel and dice the potatoes into small cubes.
Heat the vegetable oil in a large skillet over medium heat. Add the diced onion and cook until softened, about 3 minutes.
Add the minced garlic and grated carrot to the skillet. Sauté for another 2 minutes until fragrant.
Add the ground beef to the skillet and cook until browned, breaking it apart with a wooden spoon, about 5 minutes.
