In a large mixing bowl, combine the flour, salt, and black pepper. Toss the beef cubes in the mixture to coat evenly.
Heat the vegetable oil in a large Dutch oven or heavy-bottomed pot over medium-high heat. In batches, sear the beef cubes until browned on all sides. Remove the beef cubes and set them aside.
In the same pot, reduce the heat to medium and add the diced onion. Cook for 5 minutes, stirring occasionally, until softened. Add the minced garlic and cook for 1 additional minute.
Deglaze the pot by adding the red wine (if using) and scraping the browned bits from the bottom. Let the wine simmer for 2–3 minutes to reduce slightly.
