Peel and chop the potatoes into 1-inch cubes. Place them in a large pot, cover with water, and bring to a boil. Cook for 15-20 minutes or until the potatoes are soft when pierced with a fork.
Drain the potatoes and return them to the pot. Add butter, milk, 1 teaspoon of salt, and 1/2 teaspoon of black pepper. Mash until smooth and creamy, then set aside.
Preheat your oven to 400°F (200°C).
Heat olive oil in a large skillet over medium heat. Finely dice the onion and carrots. Add them to the skillet and sauté for 5 minutes, until softened.
Add the ground beef to the skillet and cook until browned, breaking it apart with a wooden spoon as it cooks. Drain any excess fat from the skillet.
Stir in the tomato paste, Worcestershire sauce, and remaining salt and pepper. Cook for 2 minutes.
Sprinkle the flour over the beef mixture and stir well. Gradually pour in the beef broth, stirring constantly to avoid lumps. Simmer the mixture for 5 minutes, until thickened.
Add the frozen peas to the skillet and stir to combine. Remove the skillet from the heat.
Transfer the beef mixture into a 9x13-inch baking dish, spreading it evenly. Spoon the mashed potatoes over the beef mixture and smooth it out with the back of a spoon or spatula.
Place the baking dish in the oven and bake for 20 minutes. For a golden-brown topping, broil for an additional 2-3 minutes, watching carefully to prevent burning.
Remove the shepherd’s pie from the oven and let it rest for 5 minutes before serving. Enjoy!
