In a large mixing bowl, combine the matza meal, salt, and sugar if making a sweet crust.
Add the cold, diced butter or margarine to the bowl. Use a pastry blender or your fingertips to work the butter into the matza meal until the mixture resembles coarse crumbs.
In a small bowl, beat the egg and mix it with the cold water.
Gradually pour the egg-water mixture into the dry ingredients. Use a fork or your hands to bring the dough together. If the dough is too dry, add an additional tablespoon of cold water at a time until it forms a cohesive mass.
Shape the dough into a flat disc, wrap it in plastic wrap, and refrigerate for at least 30 minutes before rolling out.
