Preheat your oven to 180°C (350°F) and line a baking tray with parchment paper.
In a large mixing bowl, cream together the butter and caster sugar until light and fluffy using a hand mixer or wooden spoon.
In a separate bowl, sift together the all-purpose flour and cornstarch. Gradually add the dry ingredients to the butter mixture, mixing until a soft dough forms.
Lightly flour your work surface, then roll out the dough to approximately 5mm (1/4 inch) thick.
Using a round cookie cutter (about 6cm/2.5 inches in diameter), cut out circles and place them onto the prepared baking tray. Gather scraps, re-roll, and continue cutting until all the dough is used.
Bake in the preheated oven for 10-12 minutes or until the edges begin to turn golden. Remove from the oven and allow the cookies to cool completely on a wire rack.
Once cooled, spread about 1 teaspoon of jam onto the flat side of half the cookies. Sandwich with the remaining cookies, flat side down, to create a filled biscuit.
In a small bowl, mix the powdered sugar and water to create a smooth icing with a thick yet spreadable consistency.
Spread about 1 teaspoon of icing onto the top of each sandwiched biscuit, smoothing it out with the back of a spoon or a small offset spatula.
While the icing is still wet, place half a glacé cherry in the center of each biscuit. Allow the icing to set completely before serving.
Enjoy your homemade Empire Biscuits with a cup of your favorite tea or coffee!
