Preheat your oven to 400°F (200°C). Slice off the tops of the whole garlic bulbs to expose the cloves slightly. Place the bulbs on a piece of aluminum foil, drizzle with 1 tablespoon of olive oil, and wrap tightly. Roast in the oven for 30-35 minutes, or until the garlic cloves are soft and golden.
While the garlic roasts, prepare the base of the sauce. Heat the remaining 2 tablespoons of olive oil in a large pot or skillet over medium heat.
Add the chopped onions, grated carrot, and diced celery. Cook for 5-7 minutes, stirring occasionally, until the vegetables become soft and fragrant.
Squeeze the roasted garlic cloves out of their skins and mash them into a paste. Add the roasted garlic paste to the pot.
