In a large mixing bowl, combine 2 cups of the all-purpose flour, sugar, yeast, and salt. Mix well to combine.
In a small saucepan, heat the milk and 3 tablespoons of butter over medium heat until the butter is melted and the mixture is warm but not hot (110-115°F).
Add the warm milk mixture and the egg to the dry ingredients in the mixing bowl. Stir until well combined.
Gradually add the remaining flour, 1/2 cup at a time, until a soft dough forms. The dough should pull away from the sides of the bowl but still be slightly sticky.
Turn the dough out onto a lightly floured surface and knead for about 6-8 minutes, or until the dough is smooth and elastic.
Place the dough in a large bowl lightly coated with nonstick cooking spray. Cover with plastic wrap or a kitchen towel and let it rise in a warm place until doubled in size, about 1-1.5 hours.
Once the dough has risen, punch it down and divide it into 36 equal pieces. Shape each piece into a smooth ball by rolling it between your hands.
Spray a 12-cup muffin tin with nonstick cooking spray. Place 3 dough balls into each muffin cup to create the cloverleaf shape.
