Preheat your oven to 180°C (350°F) and line a baking sheet with parchment paper.
In a large mixing bowl, combine the flour, paprika powder, ground black pepper, and salt.
Add the cold, diced butter to the dry ingredients. Using a pastry cutter, two knives, or your fingertips, mix until the mixture resembles coarse crumbs.
Mix the grated Gouda into the dough until evenly distributed.
Add the egg yolk and cold water to the mixture and mix gently to form a cohesive but not overly wet dough. If the dough seems too dry, add an extra teaspoon of water at a time.
Transfer the dough onto a sheet of parchment paper and roll it out to about 3–4 mm (⅛ inch) thickness.
Use a round cookie cutter or another desired shape cutter to cut the dough into wafers. Gather leftover dough, re-roll it, and repeat cutting.
Carefully transfer the wafers onto the prepared baking sheet, spacing them about 2 cm (¾ inch) apart.
Optionally, sprinkle extra grated Gouda on top of each wafer for a cheesier finish.
Bake the wafers in the preheated oven for 10–12 minutes, or until golden and crisp around the edges.
Allow the wafers to cool completely on the baking sheet before transferring them to an airtight container for storage.
