Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking dish and set aside.
In a medium bowl, whisk together the all-purpose flour, baking powder, salt, and 1 teaspoon of cinnamon. Set aside.
In a large mixing bowl, cream together the butter and granulated sugar using an electric mixer until light and fluffy (about 2-3 minutes).
Add the eggs one at a time, beating well after each addition. Mix in the vanilla extract, then the sour cream. Scrape down the sides of the bowl as needed.
Add the dry ingredients to the wet ingredients in three parts, alternating with the whole milk. Begin and end with the dry ingredients. Mix until just combined. Do not overmix.
In a small bowl, stir together the brown sugar and the remaining 1/2 teaspoon of ground cinnamon for the streusel topping.
