In a large bowl, whisk together flour and 0.75 teaspoons of salt. Add cold butter and use a pastry cutter or your hands to mix until the dough resembles coarse crumbs.
Gradually add cold water, mixing with your hands until the dough comes together. Knead the dough gently, shape it into a ball, wrap it in plastic wrap, and refrigerate for 30 minutes.
While the dough chills, prepare the filling. Heat 1 tablespoon of oil in a skillet over medium heat. Add diced onion and green bell pepper, stirring until softened (about 3 minutes).
Add minced garlic and cook for 30 seconds. Then, stir in ground beef, breaking it apart with a spoon. Cook until beef is no longer pink, about 6-8 minutes.

In a deep skillet or pot, heat the cooking oil to 350°F (175°C). Fry the pastelitos in batches, cooking each for 3-4 minutes or until golden brown, turning occasionally.
Transfer the fried pastelitos to a plate lined with paper towels to drain excess oil. Allow them to cool slightly before serving.
