Cut the beef chuck into 1.5-inch cubes. Pat the beef dry with paper towels.
In a large bowl, mix the flour, 1 teaspoon of salt, and 1 teaspoon of black pepper. Toss the beef cubes in the seasoned flour until evenly coated.
Heat 1 tablespoon of olive oil in a large Dutch oven or heavy-bottomed pot over medium-high heat. Sear the beef cubes in batches until browned on all sides, about 3-4 minutes per batch. Remove the beef and set aside.
Reduce the heat to medium and add the remaining 1 tablespoon of olive oil. Sauté the diced onion for 4-5 minutes until softened, then stir in the minced garlic and cook for an additional 30 seconds until fragrant.

Remove the bay leaves and thyme sprigs. Stir in the frozen peas and cook for 5 minutes until heated through.
Taste and adjust the seasoning with the remaining 0.5 teaspoon of salt, if needed.
