Preheat your oven to 375°F (190°C).
Cut the tops off the bell peppers and remove the seeds and membranes. Lightly brush the outsides and insides of the peppers with 1 tablespoon of oil and arrange them upright in a baking dish.
Heat the remaining tablespoon of olive oil in a large skillet over medium heat. Add the diced onion, celery, and green bell pepper, and sauté for 5-7 minutes until softened.
Stir in the minced garlic and cook for an additional 1-2 minutes.
If using ground beef or sausage, add it to the skillet and cook until browned, breaking it apart with a wooden spoon. Drain excess fat if necessary.
Add the black beans, cooked rice, diced tomatoes with their juice, Cajun seasoning, smoked paprika, thyme, salt, and black pepper to the skillet. Stir everything together and let it simmer for 5-7 minutes to allow the flavors to meld.
Remove the filling mixture from heat. Taste and adjust seasonings as needed.
Spoon the dirty beans and rice mixture into the prepared bell peppers, packing them tightly. Sprinkle the tops with shredded cheese.
Cover the baking dish with aluminum foil and bake for 30 minutes. Remove the foil for the last 10 minutes to let the cheese brown slightly.
Carefully remove the stuffed peppers from the oven and let them cool for a few minutes.
Garnish with chopped parsley or green onions, if desired, and serve warm.
