Preheat the oven to 350°F (175°C). Grease and line two 9-inch round cake pans with parchment paper.
In a large bowl, whisk together the almond flour, gluten-free all-purpose flour, baking powder, baking soda, cinnamon, nutmeg, and salt.
In another large bowl, whisk the brown sugar and eggs until well combined. Add the vanilla extract and vegetable oil, and mix until smooth.
Gradually fold the dry ingredients into the wet ingredients. Mix until just combined; do not overmix.
Gently fold in the grated carrots, chopped pecans, and raisins (if using).
Divide the batter evenly between the prepared cake pans. Smooth the tops with a spatula.
