Preheat your oven to 175°C (350°F). Grease and line two 9-inch (23 cm) round cake pans with parchment paper.
In a large mixing bowl, sift together the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt.
Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until smooth and fully incorporated.
