Grease a large flat plate or pan with coconut oil and set it aside to use for setting the Soan Papdi.
In a heavy-bottomed pan, heat the coconut oil on medium heat. Once melted, add the chickpea flour and all-purpose flour.
Stir continuously to roast the flours evenly until you get a nutty aroma and they change to a light brown color. This should take about 10 to 15 minutes. Remove from heat when done.
In a separate pan, combine water and sugar. Bring to a boil on medium-high heat, stirring occasionally until the sugar is dissolved and the syrup reaches 2-thread consistency (about 240°F on a candy thermometer).
Once the syrup is ready, slowly pour it into the roasted flour mixture, stirring continuously.
Add cardamom powder and continue to mix until it becomes a smooth, lump-free mixture.
Quickly transfer the hot mixture to the greased plate. Spread it evenly with a spatula or spoon.
