Heat the vegetable broth in a saucepan and keep it warm on low heat.
In a large pot, heat the olive oil over medium heat. Add the chopped onion and sauté for about 5 minutes until it becomes translucent.
Add the minced garlic and continue to sauté for another minute until fragrant.
Stir in the Arborio rice and cook for about 2 minutes, stirring frequently, until the rice is lightly toasted.
Pour in the white wine and cook, stirring constantly, until the wine is absorbed by the rice.
Begin adding the warm vegetable broth one ladle at a time, stirring frequently. Allow the liquid to be mostly absorbed before adding the next ladle of broth. Continue until the rice is creamy and tender, which should take about 18-20 minutes.
About 5 minutes before the rice is done, stir in the fresh peas and continue cooking.
Once the rice and peas are cooked, stir in the nutritional yeast, lemon zest, salt, and black pepper, adjusting the seasoning to taste.
Remove from heat, sprinkle with chopped parsley, and serve hot.
