In a large mixing bowl, combine the rice flour, tapioca starch, cornstarch, and salt. Gradually add 2.5 cups of water, stirring continuously until you get a smooth batter. Ensure there are no lumps.
Set up a large steamer on the stove. Bring water to a rolling boil and keep it boiling while you prepare the noodle rolls.
Lightly oil a flat-bottomed plate or tray that fits inside the steamer using one tablespoon of neutral oil.
Pour a thin layer of batter onto the oiled plate, just enough to cover the surface evenly. Tilt the plate gently to spread the batter.
Place the plate in the steamer and cover. Steam for 3 to 4 minutes or until the noodle sheet becomes transparent.
