Start by rinsing and soaking the moong dal in water for 2 hours. Drain the water and set aside.
In a large bowl, combine the all-purpose flour with salt and 5 tablespoons of oil. Mix well until the mixture resembles coarse crumbs.
Gradually add water, a little at a time, and knead to form a smooth and pliable dough. Cover with a damp cloth and let it rest for 20 minutes.
For the filling, heat 1 tablespoon of oil in a pan over medium heat. Add cumin seeds, coriander seeds, and fennel seeds. Allow to splutter.
Add asafoetida and turmeric powder to the pan. Stir in the soaked and drained moong dal.
Cook the dal for 4-5 minutes. Add red chili powder, garam masala, amchur, and 0.5 teaspoon of salt. Mix well. Allow the filling to cool completely.
Divide the dough into 10 equal portions and roll each portion into a ball.
Flatten each ball into a circle, about 3 inches in diameter, on a lightly floured surface.
Place a tablespoon of the filling in the center of each circle, gather the edges, and pinch them together to seal. Roll gently into a smooth ball and flatten slightly.
Heat oil for frying in a deep pan over medium heat. Once hot, carefully slide in a few kachoris at a time.
Fry the kachoris, turning occasionally, until they are golden brown and crisp, about 5-7 minutes.
Remove with a slotted spoon and drain on paper towels. Repeat with remaining kachoris.
Serve warm with chutney or enjoy plain as a delightful snack.
