In a medium saucepan, combine the lemon juice, lemon zest, and sugar over medium heat. Stir until the sugar is completely dissolved.
In a small bowl, mix the cornstarch with cold water until smooth. Add the cornstarch mixture to the saucepan and stir continuously until the mixture begins to thicken.
