Cook the tapioca pearls: In a medium saucepan, bring 4 cups of water to a boil. Add the tapioca pearls and stir gently. When the pearls begin to float, lower the heat and cook for about 15 minutes, stirring occasionally.
After cooking, turn off the heat and let the pearls sit for another 15 minutes. Drain and rinse them under cold water.
Prepare the sugar syrup: In a small saucepan, combine the cooked tapioca pearls with 2 tablespoons of brown sugar and 1/4 cup of water. Heat gently on medium heat until the sugar is dissolved and the mixture is slightly thickened. Set aside to cool.
Brew the tea: In a teapot or heat-safe container, steep the black tea leaves in 2 cups of boiling water for about 5 minutes. Strain and set aside to cool.
Assemble the bubble tea: In each of two tall glasses, add half of the cooked tapioca pearls and their syrup. Add 1 tablespoon of maple syrup or agave syrup to each glass.
