Preheat your oven to 350°F (175°C) and line the bottom of an 8-inch (20 cm) round cake pan with parchment paper. Do not grease the sides.
In a medium bowl, sift together the all-purpose flour, cornstarch, baking powder, and salt. Set aside.
In a large mixing bowl, beat the eggs with an electric mixer on high speed until frothy.
Gradually add the sugar to the eggs while continuing to beat, and keep mixing on high speed until the mixture is pale and thick, about 7-10 minutes.
Reduce the mixer speed to low and add the vanilla extract, followed by the oil and water, mixing just until incorporated.
Gently fold the dry ingredients into the egg mixture in three additions, using a spatula to ensure that no lumps remain. Be careful not to overmix, which can deflate the batter.
