Rinse the short-grain rice under cold water until the water runs clear.
In a medium saucepan, combine the rinsed rice and 2 cups of water. Bring to a boil over medium-high heat, then reduce the heat to low.
Cover and simmer for 15 minutes until the rice is tender and the water is absorbed. Remove from heat and let it sit, covered, for 5 minutes.
In a small bowl, combine the ground flaxseed with 6 tablespoons of water to create a flax egg. Stir and let it sit for about 5 minutes until it thickens.
In a large mixing bowl, add the cooked rice, chopped chives, chopped green onion, garlic powder, salt, and black pepper. Mix until well combined.
