  • 250 milliliters Water
  • 1 medium Carrot, julienned
  • 150 grams Cabbage, shredded
  • 100 grams Bean sprouts
  • 2 stalks Scallions, thinly sliced
  • 2 cloves Garlic, minced
  • 500 milliliters Cooking oil, for frying

Directions

Step 1

In a large mixing bowl, combine all-purpose flour, rice flour, baking powder, salt, white pepper, and turmeric powder.

Slowly add the water into the dry ingredients, mixing continuously to form a smooth batter without lumps.
