Rinse the basmati rice, split mung beans, and yellow split peas separately until the water runs clear. Soak the rice in cold water for 20 minutes. Soak the split mung beans and yellow split peas in separate bowls for 1 hour.
Finely chop the onion. Mince the garlic cloves and ginger.
In a large pot, heat the vegetable oil over medium heat. Add the chopped onion and sauté until golden brown, about 5-7 minutes.
Add minced garlic and ginger to the pot and cook for another 2 minutes until fragrant.
Stir in the tomato paste, ground cumin, ground coriander, turmeric powder, and ground black pepper. Cook while stirring for 2-3 minutes for the spices to bloom.
Drain the mung beans and yellow split peas and add them to the pot along with the cardamom pods, bay leaf, and 8 cups of water. Bring to a boil, then reduce the heat to low, cover, and simmer for 20 minutes.
Drain the soaked rice and add it to the pot, stirring to combine. Add salt and mix thoroughly.
Cover the pot, reduce the heat to low, and cook for another 20-25 minutes until the rice is tender and has absorbed most of the liquid, stirring occasionally to prevent sticking.
Once cooked, remove the bay leaf and cardamom pods. Adjust seasoning if necessary.
Garnish with freshly chopped cilantro before serving.
