Place the flank steak in a large pot and cover with water. Bring to a boil, then reduce the heat and simmer for about 2 hours or until the beef is tender and easy to shred. Remove the beef from the pot and allow it to cool slightly before shredding it with two forks.
While the beef cooks, prepare the vegetables. Thinly slice the onion, green bell pepper, and red bell pepper. Mince the garlic cloves.
Heat the olive oil in a large, heavy-bottomed skillet or Dutch oven over medium heat. Add the onion and bell peppers, and sauté for 5-7 minutes, or until softened.

During the last 10 minutes of cooking, stir in the green olives. Taste the stew and adjust the seasoning if needed.
