Preheat your oven to 190°C (375°F).
Peel the potatoes and slice them into thin, even rounds around 3-4 mm thick. Place them in a pot of salted water, bring to a boil, and simmer for 5-7 minutes until slightly tender but not fully cooked. Drain and set aside.
Heat the olive oil in a skillet over medium heat. Finely chop the onion and garlic and sauté until translucent and fragrant, about 3-4 minutes. Remove from the heat and set aside.
In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes until it forms a paste. Gradually whisk in the milk to create a smooth sauce.
Continue to stir the sauce until it thickens, about 3-4 minutes. Add 100 grams of cheddar cheese, the parmesan cheese, salt, black pepper, and paprika. Stir until the cheese is melted and the sauce is creamy. Remove from heat.
Lightly grease a large baking dish with olive oil or butter. Layer half of the potato slices on the bottom of the dish.
Season the cod fillets with a pinch of salt and pepper, then place them on top of the potato layer. Sprinkle the sautéed onion and garlic evenly over the fish.
Pour half of the cheese sauce over the fish layer, spreading it evenly. Add the remaining potato slices on top, then pour the rest of the cheese sauce over the entire dish.
Sprinkle the remaining cheddar cheese over the top for a golden, cheesy crust during baking.
Place the casserole in the preheated oven and bake for 35-40 minutes or until the top is bubbly and golden brown. Check to ensure the potatoes are tender by inserting a fork.
Chop the fresh parsley and sprinkle it over the casserole as a garnish before serving.
Allow the dish to cool for 5 minutes, then slice and serve warm.
