In a large mixing bowl, combine all-purpose flour and salt. Add the vegetable oil and mix well until the mixture resembles breadcrumbs.
Gradually add water, a tablespoon at a time, mixing with your hands until a firm, smooth dough forms. Cover the dough with a damp cloth and let it rest for 20 minutes.
While the dough rests, prepare the coconut filling. In a pan over medium heat, melt the ghee. Add grated coconut and sugar, stirring continuously until the sugar dissolves and the mixture thickens, about 5 minutes.
