Bring a large pot of salted water to a boil. Add the linguine and cook according to the package instructions until al dente. Reserve 1/2 cup of pasta water, then drain the pasta and set aside.
Heat 1 tablespoon of olive oil in a large skillet over medium-high heat. Add the shrimp in a single layer and cook for 2-3 minutes on each side until they turn pink and are just cooked through. Remove the shrimp from the skillet and set aside.
In the same skillet, add another tablespoon of olive oil. Sear the scallops for 2-3 minutes per side until golden brown and opaque in the center. Remove the scallops and set them aside with the shrimp.
Reduce the heat to medium and add the unsalted butter to the skillet. Once melted, stir in the minced garlic and cook for 1 minute until fragrant, being careful not to burn it.
Deglaze the skillet with the dry white wine and lemon juice. Scrape any browned bits from the bottom of the pan and simmer the sauce for 2-3 minutes, allowing it to reduce slightly.
Stir in the red pepper flakes, salt, and black pepper. Add the cooked pasta to the skillet, tossing to coat in the sauce. If the sauce seems too dry, add a splash of the reserved pasta water to loosen it.
Return the shrimp and scallops to the skillet, tossing gently to combine and heat through.
Remove the skillet from the heat and stir in the fresh parsley, Parmesan cheese, and lemon zest.
Divide the seafood scampi among serving plates and serve immediately. Optionally, garnish with additional parsley, Parmesan, and a squeeze of fresh lemon juice.
