Preheat your oven to 375°F (190°C). Grease a 9x13-inch casserole dish or baking pan with butter or non-stick cooking spray.
Peel the turnips and apples, then slice both into thin rounds or wedges about 1/4 inch thick. Keep the turnips and apples separate as they will be layered.
Bring a large pot of salted water to a boil. Add the turnip slices and parboil for 5 minutes. Drain and set aside.
In a medium saucepan over medium heat, melt 2 tablespoons of butter. Whisk in the flour and cook for 1 minute, stirring constantly, to form a roux.
