In a large mixing bowl, combine the flour, sugar, and salt.
Melt the butter in a small saucepan or microwave, and set aside.
In another bowl, warm the milk to lukewarm temperature (around 37°C/98°F), and dissolve the yeast in it. Let it stand for about 5 minutes or until it becomes frothy.
Once the yeast mixture is ready, add it to the flour mixture. Add in the melted butter, eggs, and vanilla extract.
Knead the dough using a stand mixer fitted with a dough hook, or by hand, for about 10-15 minutes until it is smooth and elastic. The dough should not be too sticky; add a little more flour if necessary.
Place the dough in a greased bowl, cover it with a clean kitchen towel, and let it rise in a warm place for about 1-2 hours or until it doubles in size.
Once risen, punch down the dough and roll it out onto a lightly floured surface until it is about 1.5 cm thick.
Use a round cookie cutter (about 7-8 cm in diameter) to cut out donut shapes. Re-roll any scraps to make a few more.
Place the cut-out dough onto a baking sheet lined with parchment paper. Cover with a towel and let them rise again for about 30-45 minutes.
Heat oil in a deep fryer or pot to 175°C (347°F).
Fry the Berliner in batches, about 2-3 minutes on each side, or until golden brown. Use a slotted spoon to remove them and drain on paper towels.
Let them cool down slightly before filling them with the jelly or jam of choice. You can use a piping bag with a long nozzle for filling.
