Preheat your oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.
In a large mixing bowl, whisk together flour, granulated sugar, baking powder, baking soda, and salt until well combined.
Add the softened butter, eggs, orange juice, lemon juice, zests, buttermilk, and vanilla. Mix on low speed with an electric mixer until just combined, then increase the speed to medium and mix for another 2 minutes until smooth.
Divide the batter evenly between the prepared cake pans and smooth the tops with a spatula.
Bake in the preheated oven for 30–35 minutes, or until a toothpick inserted into the center of the cakes comes out clean.
Remove the cakes from the oven and allow them to cool in the pans for 10 minutes before transferring to a wire rack to cool completely.
While the cakes are cooling, prepare the cream cheese frosting. In a large bowl, beat the cream cheese with an electric mixer until smooth. Gradually add the powdered sugar, heavy cream, and vanilla extract, beating until fluffy and spreadable.
Once the cakes are completely cool, place one layer on a serving plate and spread a generous portion of frosting on top.

Place the second cake layer on top and frost the entire cake with the remaining frosting.
