Preheat your oven to 160°C (325°F).
To make the caramel, combine the granulated sugar and water in a saucepan over medium heat. Stir until the sugar dissolves, then stop stirring and let it cook until it turns a deep amber color, about 6-8 minutes.
Carefully pour the caramel into a 9-inch round flan dish or deep pie pan, swirling to coat the bottom evenly. Set aside to cool while you prepare the custard.
In a medium saucepan, heat the whole milk over medium heat until warm but not boiling. Remove from heat and stir in the cinnamon and vanilla extract. Allow to steep for 5 minutes.
In a large mixing bowl, whisk together the sweetened condensed milk, heavy cream, and eggs until smooth. Gradually whisk in the cinnamon-infused milk mixture.
Strain the custard mixture through a fine-mesh sieve to remove any foam or egg solids.
Pour the strained custard mixture over the caramel layer in the prepared pan.
Place the flan dish into a roasting pan and create a water bath by carefully pouring hot water into the roasting pan until it reaches about halfway up the sides of the flan dish.
Bake in the preheated oven for 60 minutes, or until the flan is set but slightly jiggly in the center.
Remove the flan from the water bath and allow it to cool at room temperature for 1 hour. Then refrigerate for at least 4 hours or overnight.
To serve, run a knife around the edges of the flan to loosen it. Place a serving plate on top of the flan dish and invert it carefully to release the flan, allowing the caramel sauce to flow over the top.
