Preheat your oven to 200°F (95°C) and line two baking sheets with parchment paper.
In a clean, grease-free mixing bowl, add the egg whites and cream of tartar. Using a hand mixer or stand mixer fitted with a whisk attachment, beat on medium speed until soft peaks form.
Gradually add the granulated sugar, one tablespoon at a time, while continuing to beat the egg whites. Once all the sugar is added, increase the mixer to high speed and beat until the mixture forms stiff, glossy peaks. This should take about 5-6 minutes.
Mix in the vanilla extract until incorporated.
Divide the meringue mixture into three equal portions. Leave one portion white, tint the second portion with red food coloring, and the third portion with green food coloring. Gently fold in the colors until evenly distributed.
Transfer each color of meringue to separate piping bags fitted with star-shaped tips. Alternatively, you can use one piping bag divided with all three colors side by side to create multi-colored kisses.
Pipe small mounds (about 1-inch wide) onto the prepared baking sheets, spacing them about 1 inch apart.
Bake in the preheated oven for 90 minutes. The meringues should feel dry to the touch and easily lift off the parchment paper. Turn off the oven and leave the meringues inside to cool completely, about 1 hour.
Once cooled, store the meringue kisses in an airtight container at room temperature. They can be enjoyed for up to two weeks.
