Wash the gai lan and broccoli thoroughly. Trim the ends of the gai lan stems and cut them into 2-inch pieces. Separate the leaves and stems. Cut the broccoli into bite-sized florets.
Mince the garlic cloves and finely grate the ginger.
In a small bowl, mix the soy sauce, oyster sauce, sesame oil, cornstarch, water, white pepper, and sugar. Stir until the cornstarch is dissolved and set aside.
Bring a large pot of water to a boil and add 1 teaspoon of salt. Blanch the gai lan stems and broccoli florets in the boiling water for 1-2 minutes until bright green and slightly tender. Use a slotted spoon to transfer them to an ice bath to stop the cooking process.
