Finely chop the dark chocolate and set aside.
In a medium saucepan, combine the heavy cream, whole milk, and half of the granulated sugar. Heat the mixture over medium heat, stirring occasionally, until it is just about to simmer. Do not boil.
While the milk mixture is heating, whisk together the egg yolks and the remaining sugar in a medium bowl until pale and creamy.
Slowly pour a ladleful of the hot milk mixture into the egg yolks while constantly whisking to temper the eggs. Gradually add the rest of the milk mixture in a slow stream, continuing to whisk.
Pour the egg-milk mixture back into the saucepan. Cook over low heat, stirring constantly with a wooden spoon, until the mixture thickens enough to coat the back of the spoon (about 8-10 minutes). Do not let it boil.
Remove the saucepan from heat and stir in the chopped dark chocolate, vanilla extract, and cocoa powder until fully melted and smooth. Allow the chocolate custard to cool to room temperature.
While the custard cools, chop the pistachios and candied cherries. Set aside.
Once the custard is cooled, pour it into an ice cream maker and churn according to the manufacturer's instructions until thickened and creamy.
Fold in the chopped pistachios, candied cherries, and almond extract during the last few minutes of churning to incorporate them evenly.
Transfer the spumone mixture into a loaf pan or another freezer-safe container, smoothing the top with a spatula. Cover tightly with plastic wrap or aluminum foil.
Freeze the spumone for at least 4 hours or until firm enough to slice.
