Preheat your oven to 180°C (350°F) and line a baking sheet with parchment paper.
In a medium bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt. Set aside.
In a large mixing bowl, combine the granulated sugar and orange zest. Use your fingers to rub the zest into the sugar until fragrant and well combined.
Add the eggs, orange juice, and vanilla extract to the sugar mixture. Whisk until smooth and fully incorporated.
