In a heavy-bottomed saucepan, pour the whole milk and bring it to a gentle boil over medium heat, stirring occasionally.
Reduce the heat to low and cook the milk, stirring frequently, until it reduces to about 2.5 cups. This will take approximately 20–25 minutes. Be sure to scrape the sides and bottom of the pan to prevent the milk from scorching.
Once the milk has reduced, add the heavy cream, condensed milk, and sugar. Stir well to combine.
In a small bowl, mix the cornstarch with 2 tablespoons of water to create a smooth slurry. Add this slurry to the milk mixture and whisk until fully incorporated.
Add the unsweetened cocoa powder and cardamom powder to the milk mixture. Stir thoroughly to ensure there are no lumps.
Chop the dark chocolate into small pieces and add it to the saucepan. Stir continuously until the chocolate melts completely and the mixture is smooth.
Allow the kulfi mixture to simmer for an additional 5–7 minutes until it thickens slightly. Remove it from the heat and let it cool to room temperature.
Once cooled, stir in most of the chopped nuts, reserving a small portion for garnish.
Pour the kulfi mixture into kulfi molds, silicone molds, or freezer-safe containers. Insert sticks into the molds if desired.
Freeze the molds for at least 6–8 hours, or preferably overnight, until the kulfi is firm.
When ready to serve, remove the kulfi from the molds by running them briefly under warm water. Garnish with the reserved chopped nuts and serve immediately.
