Preheat your oven to 350°F (175°C) and line a 12-cup muffin tin with cupcake liners.
In a medium mixing bowl, sift together the all-purpose flour, cocoa powder, baking powder, baking soda, and salt. Set aside.
In a large mixing bowl, whisk together the granulated sugar, brown sugar, and vegetable oil until smooth. Add the eggs, one at a time, beating well after each addition. Stir in the vanilla extract.

To prepare the frosting, beat the cream cheese and unsalted butter together in a mixing bowl until smooth and creamy. Gradually add the powdered sugar, one cup at a time, beating well after each addition.
Mix in the heavy cream and beat until the frosting is fluffy. Transfer about 3 tablespoons of Nutella to a small piping bag or zip-top bag with a corner snipped off.
Fill another piping bag fitted with a star tip with the cream cheese frosting. Place the bag of Nutella and the bag of cream cheese frosting together in a larger piping bag to create a swirled effect.
Pipe the mixed frosting onto the cooled cupcakes in a decorative swirl.
Store the cupcakes in an airtight container in the refrigerator for up to 3 days. Bring to room temperature before serving and enjoy!
