Preheat your oven to 350°F (175°C). Grease and line a 9x13-inch baking pan with parchment paper, allowing the paper to slightly overhang the sides for easy removal later.
In a large mixing bowl, cream together the butter, light brown sugar, and granulated sugar until light and fluffy using a hand or stand mixer.
Add the eggs, one at a time, mixing well after each addition. Stir in the vanilla extract until fully combined.
In a separate bowl, whisk together the flour, baking soda, and salt. Gradually add the dry ingredients to the wet ingredients and mix until just combined. Do not overmix.
Fold in 1 cup of chocolate chips and 1/2 cup of toffee bits into the dough using a spatula.
Press two-thirds of the dough evenly into the prepared baking pan to form the base layer.
Pour the sweetened condensed milk evenly over the base layer in the pan for a gooey and creamy middle layer.
Dollop the remaining dough over the top of the sweetened condensed milk in small portions, leaving some patches exposed for a marbled effect.
Sprinkle the remaining 1/2 cup of chocolate chips, 1/2 cup of toffee bits, and optional pecans over the top.
Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and the edges are set. The center may still look slightly gooey, which is normal.
Remove the pan from the oven and let it cool completely in the pan on a wire rack. Once cool, use the parchment paper overhang to lift the bars out of the pan.
Slice into 16 squares or desired portions and serve. Store any leftovers in an airtight container at room temperature for up to 5 days.
