Preheat your oven to 175°C (350°F). Grease a 9x13-inch baking dish and set it aside.
In a mixing bowl, combine the semi-sweet chocolate chips and melted butter. Microwave in 20-second intervals, stirring in between, until the chocolate is smooth and melted.
Whisk in the granulated sugar, vanilla extract, and cocoa powder. Add the eggs one at a time, followed by the flour and milk, mixing until just combined. This will be your brownie batter.
In another bowl, mix the chopped walnuts and pecans together. Set this aside as the nut filling.
Lay a sheet of phyllo dough in the prepared baking dish and brush it with melted butter. Repeat with 7 more phyllo sheets, one at a time, brushing each with butter.
Spread half of the brownie batter evenly on top of the phyllo layers.

While the baklava is baking, prepare the syrup by combining the honey, water, and lemon juice in a small saucepan. Bring the mixture to a simmer over medium heat and cook for 5 minutes. Remove from heat and let it cool slightly.
Once the baklava is out of the oven, immediately pour the syrup evenly over the hot baklava. Allow it to soak and cool completely before serving.
