In a large bowl, combine the all-purpose flour and warm water. Stir until the dough comes together.
Knead the dough on a lightly floured surface for about 8-10 minutes until it becomes smooth and elastic. Cover it with a damp cloth and let it rest for at least 30 minutes.
Finely chop the napa cabbage and place it in a bowl. Sprinkle a little salt, mix well, and let it sit for 10 minutes. Squeeze out the excess water from the cabbage.
In another bowl, combine the ground pork, squeezed cabbage, finely chopped green onions, minced ginger, soy sauce, sesame oil, salt, and white pepper. Mix thoroughly until all ingredients are well incorporated.
Divide the rested dough into two pieces. Roll each piece into a thin log, about an inch in diameter, and cut each log into 12 small pieces.
Roll each piece into a ball and then flatten into a circular wrapper with a rolling pin, about 3 inches in diameter.
Place about a teaspoon of filling in the center of a wrapper. Fold the wrapper in half and seal the edges tightly by pleating or pressing them together. Repeat with the remaining wrappers and filling.
Bring a pot of water to a boil. Gently add the dumplings, making sure not to overcrowd the pot. Stir occasionally to prevent them from sticking to the bottom.
Boil the dumplings for about 6-8 minutes or until they float to the surface and the filling is cooked through.
Remove the dumplings with a slotted spoon and serve hot with your preferred dipping sauce.
