In a large bowl, combine the all-purpose flour and salt. Add the ghee or butter and rub it into the flour with your fingers until the mixture resembles coarse breadcrumbs.
Slowly add the water, a little at a time, and mix until a dough forms. Knead the dough for about 5 minutes until smooth and pliable. Cover and let it rest for 30 minutes.
For the filling, heat 1 tablespoon of oil in a large pan over medium heat. Add the chopped onion and cook until translucent.
Stir in the ginger garlic paste and green chili, cooking for another minute until aromatic.
Add the minced chicken to the pan, breaking it apart with a spoon as it cooks. Cook until the chicken is no longer pink.
Season the chicken with ground cumin, ground coriander, turmeric powder, garam masala, red chili powder, and salt. Mix well to coat the chicken evenly with the spices.
Continue to cook the chicken until it is fully cooked and no liquid is left in the pan. Stir in the chopped cilantro and remove from heat to cool.
Divide the dough into small balls, approximately 20, and roll each ball into a circle about 6 inches in diameter.
Cut each circle in half to create two semi-circles. Take one semi-circle and form a cone by overlapping the straight edges. Seal the edges with a little water.
Fill the cone with the chicken filling, leaving a little space at the top. Seal the open edge of the cone by pressing the edges together with a little water.
Repeat the process with the remaining dough and filling.
Heat the oil in a deep fryer or heavy pot over medium-high heat.
Fry the samosas in batches until golden brown and crisp, about 4-5 minutes per side.
Remove the samosas with a slotted spoon and drain on paper towels.
Serve the samosas warm with your choice of chutney or dipping sauce.
