Place each chicken breast between two sheets of plastic wrap and pound with a meat mallet until uniformly 1/2 inch thick.
In a large shallow dish, combine the flour, cornstarch, paprika, garlic powder, onion powder, cayenne pepper, salt, and black pepper.
In a separate shallow dish, whisk together the buttermilk and eggs until smooth.
Dredge each piece of chicken in the flour mixture, shaking off the excess, then dip into the buttermilk mixture, allowing any excess to drip off. Return the chicken to the flour mixture and coat thoroughly. Set aside on a plate and allow to rest for 10 minutes.
In a large, heavy-bottomed skillet, heat the vegetable oil over medium heat until it reaches 350°F (175°C).
Carefully lower the coated chicken pieces into the hot oil, being careful not to overcrowd the pan. Fry in batches if necessary. Cook for 3-4 minutes per side or until golden brown and cooked through. Transfer to a paper towel-lined plate to drain.
To make the gravy, pour off all but 3 tablespoons of the oil from the skillet, leaving any bits of crust in the pan. Add the butter and allow it to melt.
Add 3 tablespoons of the reserved flour mixture to the skillet and whisk to form a roux. Cook for 1-2 minutes, stirring continuously.
Slowly pour in the milk while whisking constantly to avoid lumps. Cook for 3-4 minutes, or until the gravy thickens. Season with salt and black pepper to taste.
Serve the chicken country fried steaks hot with the white gravy on top. Garnish with fresh parsley if desired.
