In a small bowl, combine 2 tablespoons of soy sauce, 2 teaspoons of cornstarch, and 1 tablespoon of sesame oil. Mix well.
Divide the mixture evenly into two separate bowls. Add the chicken strips to one bowl and the beef strips to the other. Toss to coat the meat evenly. Set aside to marinate for 15 minutes.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the chicken and cook for 4-5 minutes or until fully cooked. Remove the chicken and set it aside.
In the same skillet, heat another tablespoon of vegetable oil. Add the beef and cook for 4-5 minutes or until no longer pink. Remove the beef and set it aside with the chicken.
In the same skillet, lower the heat to medium and add the minced garlic and ginger. Cook for 30 seconds or until fragrant.
Add the carrots, broccoli, and red bell pepper to the skillet. Stir-fry for 5-6 minutes, or until the vegetables are tender but still crisp.
Return the cooked chicken and beef to the skillet with the vegetables.
In a small bowl, mix the remaining 2 tablespoons of soy sauce, 2 tablespoons of oyster sauce, and 1 cup of water. Pour the sauce into the skillet and stir to combine.
Cook for 2-3 minutes, stirring frequently, until the sauce has thickened slightly.
Season with salt and ground black pepper to taste.
Garnish with sliced green onions and serve hot over steamed rice or noodles.
